刁彩霞，字白玉 ，号白玉居主人，国家一级美术师，国际高级艺术家，国际高端艺术联合委员会会员，全国名人书画艺术界联合会委员，中国书画家联谊会新文艺群体书画家工作委员会会员，新文艺群体书画家领军人物，中国教育电视台《水墨丹青》栏目组水墨丹青书画院会员，白瀑寺书画院理事，法治新闻网特聘艺术顾问。
1960 年生于烟台，现居北京。自幼从家学，研习书画。少年拜烟台著名国画家王志贤先生，初学花鸟技法。后就读于中央美术学院国画系进修班，受教于中央美术学院国画系主任姚治华，从师陈葆棣老师等，特研王雪涛，萧郎等名师的作品，且勤学苦修各家艺术精华。在继承传统国粹书画技法基础上，不耻下问，礼贤下士，斗胆中西结合，博釆众长，立足创新，其画作，自成华美清丽的风格。
2017 年国画作品北文化部举办的书画展入选，并在中国美术馆展览。
2018 年 9 月，应俄罗斯官方邀请参加中俄艺术交流活动，作品《东方巨龙》被普京收藏，国画《富贵吉祥》被荷兰驻俄使馆大使收藏，活动中被授予金奖。
2018 年 9 月，参加首届全国建材、建设行业书画展暨第九届全国行业书画展并获一等奖。
2018 年 12 月—2019 年 1 月，参加《笔墨千秋—名家艺术交流展》作品参展于中国政协文史馆，被中阿文化交流使者穆斯塔法?萨法日尼先生收藏，同时得到了参加政协新年茶话会领导的好评，作品被收藏。
2019 年 4 月作品《不染图》被刚果女王王维丽亲选赠送国外政要收藏，颁发了收藏证书，并接受了腾讯视频记者采访，在腾讯视频等多家媒体报道。
2019 年 4 月作品《福禄》被埃及沙拉夫可持续发展基金会中国区主席艾哈迈德一行到中国参加一带一路峰会时收藏。2019 年 9 月，被中国书画家联谊会新文艺群体书画家工作委评为新文艺群体书画家领军人物。
2019 年 11 月被中国教育电视台《水墨丹青》栏目组邀请参加 2020 年《泼墨中华情》书画春节联欢晚会。2020 年 9 月作品《盛夏》被镌刻在北京四级景区白瑞谷，流芳百世。并得到了多家媒体的报道。
2020 年 11 月 20 号被聘为法治新闻网艺术顾问。作品被毛泽东的警卫员，和将军及领导们收藏。

He was born in Yantai in 1960 and now lives in Beijing. He studied calligraphy and painting from home since childhood. The young man worshipped Mr. Wang Zhixian, a famous Chinese painter in Yantai, and began to learn flower and bird techniques. In September 2018, he participated in the first national painting and calligraphy exhibition of building materials and construction industry and the Ninth National Painting and calligraphy exhibition and won the first prize.
